The Gulf County Board of County Commissioners, herein referred to as the "County", is seeking statements of qualifications from Engineering Firms to provide CEI services which are required for contract administration, inspection, and materials sampling and testing for roadway improvements on Rutherford Street in Gulf County, FL. The improvements include resurfacing of approximately 2.0 miles of roadway. Engineering firms shall be FDOT qualified in Work Type 10.1: Roadway CEI.
RFQ DEADLINE: January 12, 2024 no later than 4:00 PM Eastern Time at the Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456, and will be opened and read aloud at this same location on January 16, 2024 at 10:00 AM Eastern Time.

This contract will be paid for in whole or in part with Community Development Block Grant – Disaster Recovery funding (CDBG-DR) from the U. S. Department of Housing and Urban Development (“HUD”) and the Florida Department of Economic Opportunity (“DEO”) for activities authorized under Title I of the Housing and Community Development Act of 1974 and as described in the 2020 State of Florida Action Plan for Disaster Recovery. As such this contract is subject to the applicable terms and conditions of Subrecipient Agreement M0020 between DEO and the Gulf County Board of County Commissioners, 45 CFR Part 75, 29 CFR Part 95, 2 CFR Part 200 (including Appendix II to Part 200), 20 CFR Part 601, 24 CFR Part 570 subpart I, et seq., and all other State and Federal laws, rules, regulations, and policies governing the funds provided through the Subrecipient Agreement, as now in effect and as may be amended from time to time. The Subrecipient Agreement allocates total funding of $7,062,869.00 (100%) for this project, which includes $7,012,869.00 (99.29%) in CDBG-DR funds and $50,000.00 (0.71%) in non-federal Funding.
