COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND ECONOMIC DEVELOPMENT GRANT WRITING SERVICES AND PROGRAM MANAGEMENT

Administrative Responses to Inquiries from Vendors

The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) is seeking solicitations from vendors to provide CDBG consulting services following the effects of Hurricane Michael.

RFP DEADLINE: Submitted on or before Thursday, June 20, 2019 no later than 2:00 PM (Eastern) and will be opened in the Gulf County Clerk’s Office pursuant to Gulf County Policy immediately thereafter at 2:15 PM (Eastern) and evaluated by Gulf County Administration thereafter from Thursday, June 20 through Monday, June 24, 2019.

LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CLERK’S OFFICE. PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE VENDOR FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CLERK’S OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.

Proposal submissions must submit in a sealed envelope or package, clearly marked with the Proposer’s name, address with the name of the proposer, and the RFP number and title “COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND ECONOMIC DEVELOPMENT CONSULTANT SERVICES” so as to identify the enclosed proposal. Each submittal shall include one (1) originals and five (5) copies of the proposal as well as one copy in digital format placed on a flash drive or CD (ie. in pdf format). Proposals received later than the date and time as specified will be rejected. The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.

The Proposer may obtain the specifications and details of this RFP from the Gulf County Clerk’s Office and must also submit in a timely manner or have delivered its final RFP proposals to the:

The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. The Board shall have the final decision-making authority concerning any final award or interim or comprehensive agreement entered into by the County. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator. The County intends to negotiate an interim and/or comprehensive agreement with the highest ranked proposer. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions. The County may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm. If only one proposal is received, the County may negotiate in good faith.

All proposals that are timely received shall become the property of the County and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer. Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.

The Gulf County Board of County Commissioners will receive proposals from any qualified person, company, or corporation interested in providing the following:

- Heating, ventilation, and air conditioning (HVAC) general maintenance and repair service providers for Gulf County Departments & Correctional Facility Services

Gulf County BOCC is accepting qualifications and proposals from qualified HVAC service providers to provide for general HVAC repair and replacement services to its various departments, agencies and correctional facility on a rotating pool of qualified and licensed HVAC contractors pursuant to Florida Statute and Gulf County Procurement Policies. GCBOCC is looking for qualified providers that can routinely provide general repair and replacement services to the Gulf County departments and correctional facility on a rotating schedule as requested and scheduled.

C.R. 382 WIDENING AND RESURFACING

This project includes 3.69 miles of roadway resurfacing and addition of paved shoulders between US 98 and S.R. 71 along C.R. 382 (Industrial Road) in Gulf County, FL.

Plans and specifications can be obtained at Dewberry Engineers Inc, 324 Marina Drive, Port St. Joe, Florida 32456, (850) 227-7200. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. Cost for Plans and Specifications will be $50.00 per set and is non-refundable. Checks should be made payable to DEWBERRY ENGINEERS INC.

All bidders shall be FDOT Qualified per Section 2-1 of the FDOT Standard Specifications for Road and Bridge Construction, latest edition in the following work classes: Grading, Drainage, Flexible Paving, and Hot Plant Mix-Bituminous Course. Completion date for this project will be 180 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $500.00 per day.
