NOTICE OF REQUEST FOR PROPOSAL (RFP)

GULF COUNTY PUBLIC SAFETY FACILITY FINANCING

The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) is seeking solicitations from lenders to provide commercial financing for real property, (the “Lender”), in amount not to exceed $550,000.00 (Five Hundred and Fifty Thousand Dollars) for up to one year from the date of commencement and borrowing.  The loan will be a Gulf County Restore Fund anticipation note for acquisition of the Gulf County Public Safety Facility and to be repaid with Restore funds secured from the United State Treasury upon disbursement.  Funds should be available for drawdown on or before February 27th, 2019.

RFP DEADLINE:  Submitted on or before February 25, 2019 no later than 12:00 PM (Eastern) and will be opened and evaluated by Gulf County Administration thereafter the same day and recommendations provided to the Gulf County Board of Commissioners on Tuesday, February 26, 2019 for approval and acceptance.

LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED.  THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CLERK’S OFFICE.  PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE LENDER FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CLERK’S OFFICE BY THE DESIGNATED DATE AND TIME.  NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.

Proposal submissions must submit in a sealed envelope or package, clearly marked with the Lender’s name, address with the name of the proposer, and the RFP number and title “GULF COUNTY PUBLIC SAFETY FACILITY FINANCING” so as to identify the enclosed proposal.  Each submittal shall include two (2) originals and two (2) copies of the proposal.  Proposals received later than the date and time as specified will be rejected.  The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.

The Lender may obtain the specifications and details of this RFP from the Gulf County Clerk’s Office and must also submit in a timely manner or have delivered its final RFP proposals to the:

*and any proposal received after the above stated deadline will be returned unopened and will not be considered.

Any questions concerning this RFP must be submitted in writing no later than 9:00 a.m. Eastern, on February 21, 2019 and should be directed to Kari Summers, Deputy Administrator at ksummers@gulfcounty-fl.gov and a copy of your correspondence to lroberts@gulfclerk.com.

 The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County.  The Board shall have the final decision-making authority concerning any final award to a lender entered into by the County.  Proposals will be evaluated and ranked in order of preference by the Gulf County Administrator.  The County may also request additional information from Lender that may be necessary to fully evaluate a proposal.  The proposals will be evaluated and then submitted with recommendations to the Board of County Commissioners.  If only one proposal is received, the County may negotiate in good faith. 

 All proposals that are timely received shall become the property of the County and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer.  Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.

The Gulf County Board of County Commissioners will receive sealed bids from any person, company, or corporation interested in providing the following:

CONSTRUCT 75X80 METAL BUILDING

Sealed bids must be submitted to the Gulf County Clerk of Court’s Office at 1000 Cecil G. Costin, Sr., Blvd., Room 149, Port St. Joe, FL 32456 by 11:30 A.M. E.T. on Monday, February 25, 2019. Bids will be opened on Tuesday, February 26, 2019 at 9:00 a.m., E.T., in the Gulf County Board of County Commissioners meeting room.

Please place YOUR COMPANY NAME, SEALED BID, and the BID NUMBER on the outside of your envelope; providing one original and two copies of your proposal.

Bid specifications may be obtained from the Clerk’s Office or on the County’s website at www.gulfcounty-fl.gov

PUBLIC ASSISTANCE CONSULTANT SERVICES

The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) is seeking solicitations from vendors to provide public assistance consulting services following the effects of Hurricane Michael.

RFP DEADLINE:  Submitted on or before February 22, 2019 no later than 12:00 PM (Eastern) and will be opened and evaluated by Gulf County Administration thereafter on Monday, February 25, 2019.

 The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County.  The Board shall have the final decision-making authority concerning any final award or interim or comprehensive agreement entered into by the County.  Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator.  The County intends to negotiate an interim and/or comprehensive agreement with the highest ranked proposer.  The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions.  The County may also request additional information from proposers that may be necessary to fully evaluate a proposal.  After the Selection Committee has ranked proposals and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm.  If only one proposal is received, the County may negotiate in good faith.
