The Gulf County Board of County Commissioners, herein referred to as the "County", is seeking statements of qualifications from Engineering Firms to provide CEI services which are required for contract administration, inspection, and materials sampling and testing for bridge repairs to Structure #510046 located on CR 30A in Gulf County, FL. Repairs include guardrail replacement, installation of fabiform concrete mattresses, approximately 2 tons of rip rap rubble and milling and resurfacing the bridge deck and approaches. Engineering firms shall be FDOT qualified in Work Type 10.1: Roadway CEI.

RFQ DEADLINE: April 1, 2021 no later than 4:00 PM Eastern Time at the Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456, and will be opened and read aloud at this same location on April 5, 2021 at 10:00 AM Eastern Time.

The project includes the construction of an approximately 1,320 SY, 6” thick concrete slab with an 18” perimeter footer located at the Eastern Shipbuilding Yard located at 432 Howard Road in Port St. Joe, FL.

Completion date for this project will be 30 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be $500.00 per day.

The Gulf County Board of County Commissioners, herein referred to as the "County", is seeking statements of qualifications from general contractors to participate in a pre-qualified pool of licensed general contractors to Gulf County for ability to submit lump sum bidding for identified Gulf County residential homes.

RFQ DEADLINE: RFQ must be marked with “SEALED BID #2021-18” and Titled HLMP RFQ. Submitted on or before March 19, 2021, no later than 4:00 p.m. Eastern Time at Gulf County Clerk’s Office, 1000 Cecil G. The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. The Board shall have the final decision making authority concerning any final award, or interim or comprehensive agreement entered into by the County. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator as authorized by the Board of County Commissioners. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions. The County may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm.

FEMA EMERGENCY BERM (DUNE) PROJECT
Indian Peninsula Segment
Beacon Hill (St. Joe Beach) Segment

DESCRIPTION OF WORK: The project consists of two shoreline segments: along the gulf front beaches of Gulf County, Florida:

1) Indian Peninsula between DEP Monuments R-135 and R-155 for 20,300 linear feet (3.8 miles) of shoreline for a total template volume of 121,800 cubic yards (cy) of sand and 315,778 native dune plantings.
2) Beacon Hill (St. Joe Beach) between the Florida Department of Environmental Protection (DEP) Monuments R-1 (Bay/Gulf County Line) and R-16 for 16,100 linear feet (3.05 miles) of shoreline for a total template volume of 86,467 cubic yards (cy) of sand and 250,444 native dune plantings.

The project consists of the placement of clean white beach compatible sand obtained from the Honeyville Sand Mine in Wewahitchka, Florida. The Indian Peninsula segment will be constructed first followed by the St. Joe Beach segment. The two segments will be bid as one award. The Bidders are responsible for verifying all quantities.
